Charlene was born on December 12, 1963 to the parents of Wilma Parkman and Roan Parkman in Dallas, Texas. She was formally educated in Dallas ISD. She accepted Christ at an early age at the Oliver Hill Missionary Baptist Church under the leadership of Pastor Goree Allen.

Charlene was a data entry clerk for 7 years, and a senior records clerk for 20 years where she retired from AT&T, CAN for over 10 years. She loved to volunteer and help others less fortunate than herself. One of her favorite sayings is "THAT COULD BE ME!"

She was preceded in death by her mother Wilma Parkman and sister Lafounda Parkman.

Charlene leaves to cherish her memories to her husband Fred Hill; (2) children: Brodrick Parkman (Andrea) and Deshuana  Hawkins; (6) stepchildren: Princess, Freddie, Deron, Tasha, Shavonne and Rasha; (2) sisters: Cheryl Hunter (Lewis) and Lisa Collins; (2) brothers: Ronald Jacques and Reginald Holloway (Alma), (19) grandchildren, (11) great grandchildren along with a host of other relatives and friends.
